A.1 Organizational Background

The Cambodian Youth Development Center (CYDC) is emerged from community youth association and women group, and group volunteers of social workers who found the needed of youth left school and vulnerable woman in community for better life development through capacity building towards self-reliance and woman rights respect. Cambodian Youth Development Center was recognized from local government as local NGO working base on the needed of women development and fully registration with Ministry of Interior on 12 February 2007

The CYDC has the mission to assist youth and vulnerable women groups in communities on basic rights and improve poor family economic, strengthen their capacity for development management and networking for voice empowerment with grassroots people. This will be accomplished by setting up youth and women associations dedicated to group benefit at the community level, promotion the family economic unit, personal ownership and fostering sustaining solar energy in rural communities of Cambodia.

CYDC has facilitate communities to identify their environment problem and organizing community association for ensuring strong structure community development. We facilitated many youth left school association and many women vulnerable group in Battambang province by providing education on health care, community management, English and computer and organic preparing. The resource person of CYDC’s social worker has unique ability to reach community management and capability in the field of education, training and facilitation for integrate sources to offer its assistance in the most effective way. CYDC made community and partner confident through mechanism of community group network, policy development and linkage development project to communes development master plan and community

C. Project Goal and Objectives

- Goal

To improvement service of low cost solar PV in rural community of Cambodia in Fostering basic livelihood situation of vulnerable villagers and young people in rural communities for better life through basic environment protection education and skill of family economic training, towards group selves employment. Building service of solar energy for poor people and improving income generation to enable children access education and powering people involve in participant of environment protection.

- Objectives:

1. The end of year 2010, the poor family in Battamabang and Kratie province will be access and equipped with the low cost solar PV using for their family at night time.

2. Building 10 groups of youth in 5 districts for low cost solar PV initiate project with quality and sustaining income generation through service employment.

3. To empower the grassroots development for sustain environment protection and advocacy of association to influence the concerned government offices at local level and NGOs to take proper action in support and protect community to get benefit from natural resource, the children access education.

- Summary of Activity

The project implement strategy by launching with starting of Project pre-Assessment through conducting group discussion and oriental meeting with poor target group that participant from community leaders, key person and grass root people. The project planning emerged of assessment result identified from group of poor people and individual interview. The operation project plan has decided and approved by target group of people, and commune council in community of Battambang and Kratie province. CYDC will coordinate the training; community organizing and group discussion for improving awareness of women household group and building capacity of women key network and community leaders for sustaining legal aid support and group benefit protection.

In process of project activities CYDC always conduct the survey and meeting with target group that involved and participated from grassroots people and local authority. The data collection and issue identified by formed group discussion, Monthly meeting and individual interview, it is writing in verbal record and confirm to group and be source of base line data to development. The village development plans have attended and decision making by group of people in village, CYDC provide training, workshop and exposure trip for improving capacity of target member and community leaders.

The project activities implement with responsible by facilitators or Village Development Committees and received advantage benefit by target group population. The project activities will monitor by participants with Facilitators and management committee. The quarterly report will be provided to development department and the annual report will be sent to donor. The finally of program activities have two evaluation (Internal assessment make by CYDC staffs and community leader, and External evaluation make by outside evaluator team). The both results will be showed in annual conference that participant from Board of director, stakeholders and community beneficiaries.

 Detail Activities:

1.Orientation with local authority for inform and exploring project scope

2.Select target group of poor household for project distribution

3.Prepare and develop module of solar for poor and flyer.

4.Training manual and session planning developing for actual project implement by team of trainer

5.Provide training to group of youth distribution on solar connecting, how to use and follow up.

6.Conduct group discussion with groups of solar user for seeking problem of effective solar energy and family benefit for livelihood.

7.Select group poorest family for provide solar loan.

8.Conduct group discussion with poor of family for income generation group on solar energy use.

9.Provide support to women group income generation with cows, mother pigs and crop seed.

10.Coordinate solar using group with commune council for marketing expend and support procession.

11. Linkage network of solar association to other NGO and department of government relevant for project extension and group of poor benefit protection.

Scope of project

Cambodian Youth Development Center will take place its activity in two provinces with 8 districts and 80 communes.

1. Battamabang province we will launch in 4 districts (1/Moung Russey 2/Kuas Kralor, 3/Bavel and 4/ Banan).

2. Kratie Province we will launch 4 district (1/ Krouch Chmar, 2/)
